At the Idaho Statehouse, as of Friday, Jan 31, a total 154 bills hadbeen offered between the House and Senate this session. Those on which action has been taken and how your voted are listed below.
House Bill 3 to update and conform Idaho income tax code to changes made to the Internal Revenue Code passed in the House and Senate, and was signed into law on Jan. 27. District 9 representatives Judy Boyle and John Shirts, and Senator Brandon Shippy all voted Yes on the bill.
House Bill 6, a bill relating to City and County officials removing a provision regarding violations of the open meetings law. Boyle was absent, and Shirts voted Yes.
House Bill 7, Adding a $300 fine to marijuana possession of less than 3 ounces, Boyle was absent, Shirts voted Yes.
House Bill 8, legislation to amend and repeal existing law to revise provisions regarding public utility regulation, passed in the House. Boyle and Shirts both voted Yes.
House Bill 13, a bill exempting UTVs equipped with a roll cage and seat belts from safety helmet requirements. Boyle and Shirts both voted Yes.
House Bill 14, Idaho Code Cleanup Act. Adds to existing law to establish the Idaho Code Cleanup Act. Shirts and Boyle both voted Yes.
House Bill 15, Outfitters and guides amendment. Amends existing law to provide an exception to the terms outfitter and guide. Aye votes from both Shirts and Boyle.
House Bill 32, prohibition of mask mandates as a means to slow the spread of a contagious or infectious disease. Boyle and Shirts among the 52 Ayes.
House Bill 35, Cybersecurity. Amends and adds to existing law to require the implementation of cybersecurity best practices and the use of multifactor identification in Idaho state government. Boyle and Shirts, both voted Yes.
House Bill 41, adds to existing law to allow public schools to display only certain flags and banners on school property and to prohibit schools from displaying certain flags and banners. Shirts, Yes, and Boyle, Yes.
House Bill 44, revising certain requirements regarding harassment, intimidation, and bullying in public schools. Shirts voted in favor and Boyle voted against.
A number of House and Senate resolution and memorials were also voted on.
HCR 001 The Governor’s Address was approved by voice vote in both the House and Senate on Jan. 6.
HCR002 Boise State Volleyball. States findings of the Legislature and provides for commendation of the Boise State University women’s volleyball team. Shirts and Boyle both voted Yes.
HCR003 Natural Resources issues study. States findings of the Legislature and authorizes the Legislative Council to appoint a committee to undertake and complete a study of natural resource issues. with Ayes from both Shirts and Boyle.
HCR004 Legislative compensation. States findings of the Legislature and provides that individual legislative members may donate all or a portion of their compensation to the tax relief fund. Boyle and Shirts both voted Yes.
HJM 001 Obergefell, marriage. States findings of the Legislature and calls upon the Supreme Court of the United States to reverse the decision in Obergefell v. Hodges and restore the natural definition of marriage, a union of one man and one woman. Shirts, Yes. Boyle, Yes.
HR001 House Revenue and Taxation Committee – States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Tax Commission have been reviewed and approved by the House Revenue and Taxation Committee. Boyle and Shirts both voting Yes.
In the Senate:
Senate Bill 1001 Uniform Public Expression Protection Act, adds to existing law to establish the Uniform Public Expression Protection Act. Shippy voted Aye.
Senate Bill 1005 Liens of mechanics and materials men. Amends existing law to remove a provision regarding priority of hearings. Shippy voted Yes.
Senate Bill 1006 Construction contracts. Amends existing law to provie for certain construction contracts to be subject to Idaho law and that such contracts shall not require dispute resolution in another jurisdiction. Shippy voted Yes.
Senate Bill 1018 Counselors and therapists. Amends existing law to provide that fingerprint-based criminal history background checks shall be submitted if required by the Division of Occupational and Professional Licenses. Shippy voted Yes.
Senate Bill 1019 amends and adds to existing law to revise a provision regarding a false report of explosives and to provide for the crime of false reports of violence or emergency in public or private places. Shippy voted Aye.
SCR101 Legislative compensation. States findings of the Legislature and rejects the rate of legislative compensation set by the Citizens’ Committee on Legislative Compensation. Rejected by voice vote in the Senate on Jan. 17..
SCR102 Covid-19 Study Committee. States findings of the Legislature and authorizes the Legislative Council to establish a committee to complete a study of Idaho’s response to the COVID-19 pandemic. Shippy voted yes.
