Traffic stop on U.S. Highway 95 leads to drug bust, felony charges

A traffic stop by a Washington County sheriff’s deputy south of Weiser led to the arrest of the driver on suspicion of possession of a controlled substance.
 County prosecutors have charged Randy Roark, 37, with felony possession of a controlled substance for allegedly having three meth pipes in his vehicle.
 He was also charged with felony possession of marijuana in excess of three ounces and felony possession of a controlled substance with intent to deliver.
 He also was cited for for an open bottle of whiskey found within the driver’s reach, speeding, and no proof of insurance. Those are misdemeanor charges.
 Roark, who lives in Payette, waived his preliminary hearing in Washington County Magistrate Court and was bound over to Third District Court for arraignment on Aug. 9. The bond on the charges was reduced from $10,000 to $2,500.
 According to court documents, the deputy was on his way to another call on July 23 and was behind Roark, who was driving a pickup southbound on U.S. Highway 95 near Glascock Road. The deputy observed Roark cross the fog line and failed to maintain his lane. Roark also slowed down to 42 mph in the 65 mph zone and then sped up to 86 mph.
 The deputy pulled Roark over on U.S. 95 near Glascock Road. A check of Roark’s driver’s license indicated the registration was suspended. A K-9 alerted on the vehicle and it was searched.
 Law enforcement officers found three meth pipes with residue, scales, empty baggies and seven ounces of marijuana in a bag. In Idaho, possession of more than three ounces of marijuana is a felony.
 Roark posted bond and was released pending arraignment in district court.
